The Framework articulates key strategic approaches for launching a new era of neighborhood investment. The goal is for this plan to lead transformative change.
Four initial Impact Investment Areas are highlighted to underscore how key strategies can be impactful in specific areas of the City. DHCD is also taking a more comprehensive approach to support middle market neighborhoods, which are home to many middle-income families but also face challenges. All Baltimore neighborhoods will be supported by building assets for future redevelopment, addressing blight and improving the quality of life.
